Inductive might not be the best word for it, maybe focused. But focused, in English might have a different meaning. It is focused towards an explicit goal, and keep the focus on understanding the minimum amount of tools or domain to arrive rather quickly to that destination.
That would require an underlying understanding of the abstract patterns of the family of which such tools belong to, or the upper domain, in the case of knowledge. For that reason, that requirement should also be specified in the things that belong to Inductive Learning
